All explosives have an odor to a trained police dog. There is not such a thing as an odorless anything. However, in the last 5 or 10 years the Romanians and Hungarians re-formulated Semtex, and other plastic explosives, to be "odorless" to available mechanical "sniffers." Additionally, as the fear of terrorism has risen so has Congress' desire to increase detection of various explosives.
